The statement by US State Department representative Mark Toner over the recently signed defense pact between Armenia and Russia is a positive one, Spokesperson for the Republican Party of Armenia Eduard Sharmazanov said in a statement issued today.
"To some extent I consider it as expected in the sense that the US Administration deems the recent developments in the Armenia-Russia relations as an issue that is absolutely up to the parties, which is in line with the region's interests," reads the statement.
"Well, I think we'd view it as a bilateral issue between Russia and Armenia. Obviously, the United States enjoys a strong partnership with Armenia. We have every expectation that this will continue. And Russia is a member of - or part of the Minsk Group and so is playing a constructive role in that capacity," Mr Toner said earlier at a briefing, asked to comment about the agreement signed between Yerevan and Moscow.
According to Mr Sharmazanov, with that statement Washington, in fact, reaffirms that it is in a partnership with Yerevan.
"This means that the US reacts to the line by Serzh Sargsyan, the President of the Republic of Armenia, positively and underlines the US's willingness to ensure the continuity of close relations with Armenia," explains Mr Sharmazanov.
Further the statements says that Washington's remarks over Russia's mediating mission in the OSCE Minsk Group which said that "Russia is part of the Minsk Group and is playing a constructive role" is a slap on the face of Baku and its patron [meaning Turkey].
"The comment by Washington makes it clear that the proposals of the Madrid Principles made in Saint Petersburg have been designed and presented not only by the Kremlin, as insisted Azerbaijan, but by the co-chair states of the Minsk Group," explains Mr Sharmazanov.

The defense pact recently signed between Armenia and Russia during Russian President Dmitry Medvedev’s visit to Armenia is an affair up to Yerevan and Moscow, official representative of the US State Department Mark Toner said at a briefing asked to comment about it.
“Well, I think we’d view it as a bilateral issue between Russia and Armenia. Obviously, the United States enjoys a strong partnership with Armenia. We have every expectation that this will continue. And Russia is a member of – or part of the Minsk Group and so is playing a constructive role in that capacity,” he said.
The new agreement allows the deployment of the Russian military base in Armenia up to 2046.
The Russian 102nd Military Base is a Russian military base in Gyumri, Armenia, part of the Transcaucasian Group of Forces. It was formerly the Soviet Army's 127th Motor Rifle Division of the Soviet Seventh Guards Army. The base is about 120 kilometers (75 miles) north of the Armenian capital, Yerevan.

The refreshed defense pact signed between Armenia and Russia does not violate the provisions of the agreement on reduction of conventional arms signed among Armenia, Georgia, Russia, Ukraine Moldova and Azerbaijan in Tashkent in 1992, Armenia’s former defense minister Vagharshak Harutyunyan told Tert.am.
The Tashkent agreement was prepared by Mr Harutyunyan who was also the head of the delegation that signed the 1995 agreement to deploy the Russian military base in Gyumri.
Earlier Head of Social and Political Department of the Azerbaijani Presidential Administration Ali Hasanov told journalists that Armenia violated the Tashkent document by signing this defense pact with Russia.
According to Mr Harutyunyan the Tashkent agreement limited the maximum quantity of weaponry that the signatories were allowed to have, namely 220 tanks, 220 battleships, 275 artillery, 100 military aircrafts and 50 helicopters.
“It is Azerbaijan that has violated that agreement, and NATO’s representative in the South Caucasus declared about it. The UN also spoke about it. It is obvious that by buying weaponry Azerbaijan has violated that agreement. That is a fact,” explained he.
Further Mr Harutyunyan said that Armenia should convene a special conference and raise the issue, namely tell the world that Azerbaijan has broken the provisions of the Tashkent agreement. In his words, the Russia-Armenia defense pact only prolongs the duration of the agreement and changes its functions.
“Azerbaijan hopes that Armenia would not be able to resist to the arms race and would make concessions. But this agreement will make Azerbaijan assume a constructive approach in Karabakh talks,” said he.

Armenia and Russia have strategic relations, Armenian President Serzh Sargsyan said at a joint news conference with his Russian counterpart Dmitry Medvedev as he referred to the documents signed today between the two countries.
"Our relations are really friendly, strategic, and that is what Armenia's, I hope also Russia's, real, national and state interests require," said Mr Sargsyan.
Off all the documents signed today with the Russian side Mr Sargsyan attached special importance to the one relating to the construction of a new nuclear power plant in Metsamor, and a protocol that allows to introduce amendments in the 1995 agreement, namely to extend the presence of the Russian military base in Gyumri up to 49 years.
"This protocol prolongs the duration of the Russian military and extends the sphere of its activities and enlarges the scale of its geographic and strategic responsibility," said Mr Sargsyan.

There is neither peace nor war in the region. No peace, which is bad, but no war, which is good. The OSCE Minsk Group should be thanked for that, RA President Serzh Sargsyan told a news conference held jointly with his Russian counterpart Dmitry Medvedev.
He pointed out official Yerevan will not accept any change in the format of mediators in the Nagorno-Karabakh peace process. “The conflict can be successfully resolved only with the OSCE Minsk Group,” President Sargsyan said.
In his turn, RF President Dmitry Medvedev stated that emphasis should be laid on efficiency. “Of importance is the result rather than certain institutes. But institutes must be acceptable to the parties,” the Russian leader said. He stressed that no institutes can be imposed on the sides, but the OSCE Minsk Group has so far been effective. All the other institutes are not well informed of the conflict and are unprepared to act as mediators. “I say again that emphasis should be placed on the mission’s effectiveness, which is only possible through the mediation of the OSCE Minsk Group and Russia,” President Medvedev said.

If Russia promises it will ensure the security of Armenia's borders, then the sale of Russian C-300 anti-missile defense complexes to Azerbaijan might well be considered not as much alarming as it is, head of Mitq analytical center Hrant Melik-Shahnazaryan said at a press conference today.

"Should Russia assume [the responsibility] of defending Armenia's borders, then strategically the sale of C-300 to Azerbaijan can be considered not alarming for Armenia that much," said he, referring to Moscow's recent move to extend the duration of the contracts of the Russian military bases in Armenia.
According to him, it does not matter what kind of weapons Russia sells to the countries in the region as by arming both sides - in this case Armenia and Azerbaijan - with various weapons, it seems to make it possible to keep any potential conflict under control.
"If one party has defensive measures, while the other has offensive ones, it is highly probable that Russia, which is arming in fact both parties, may greatly help or harm the conflicting parties with a shift in its stance," explained Mr Melik-Shahnazaryan, adding that by extending the duration of that contract Russia simply wanted to show it has long-term interests in Armenia.
Asked whom Russia would defend should a war be unleashed in Karabakh, Melik-Shahnazaryan said: "Something I know for sure: Russia will not meet its obligations stipulated by the CSTO agreement and Strategic Cooperation Agreement with Armenia. That is to say, Russian troops deployed in Armenia will not interfere in the war from Armenia's side, and there will be one explanation - the war isn't against Armenia but rather between Nagorno Karabakh and Azerbaijan."

واردات دام زنده به استان تهران آزاد شد
استاندار تهران از آزادی واردات دام زنده از روز شنبه هفته جاری به استان تهران خبر داد.
به گزارش خبرگزاری مهر، مرتضی تمدن با اشاره به کاهش واردات دام زنده، گران شدن گوشت قرمز و محدودیتهایی که در این زمینه ایجاد شده گفت: در جلسه تنظیم بازار استان با حضور وزیر بازرگانی و مسئولان وزارتخانه جهاد کشاورزی آخرین وضعیت قیمت گوشت قرمز بررسی و مقرر شد واردات دام زنده از دیروز شنبه به استان تهران آزاد شود.
وی گفت: همچنین نسبت به افزاش واردات دام ذبح شده از سایر استانها اقدام سریع بعمل آمد تا موجب رفع کمبود و تعدیل قیمت گوشت قرمز در بازار شود.
استاندار تهران افزود: به این منظور هماهنگیهای لازم با استانداران استانهایی که صادر کننده دام هستند انجام شد و همچنین مقرر شد ناوگان هوایی برای تسریع در انتقال دام حداکثر همکاری را داشته باشد. تمدن درباره دلیل کاهش واردات دام زنده به استان تهران در هفته های اخیر گفت: به دلیل احتمال بروز تب برفکی واردات دام زنده کاهش یافته بود که با تلاش سازمان دامپزشکی این مشکل برطرف شده است.

In the course of traditional parliamentary statements ARF Dashnaktsutyun again demanded RA Foreign Minister Edward Nalbandian’s resignation.
“It is unclear, when an activated minister of foreign affairs states that there are only several opponents to the Protocols in Armenia. If he considers quarter million putting opposing the documents as such, some officers should not wait the President to dismiss them, but think over their voluntary retirement,” said ARFD head Vahan Hovhannisyan.
Interestingly, ruling coalition MPs expressed discontent over this viewpoint.

استاندار تهران از آغاز مرحله دوم طرح جمع آوري اطلاعات اقتصادي خانوار از 20 ارديبهشت ماه خبر داد.
به گزارش خبرگزاري فارس به نقل از روابط عمومي استانداري تهران، مرتضي تمدن استاندار تهران گفت: خانوارهايي كه به هر دليل موفق به تكميل فرم اطلاعات اقتصادي خانوار نشده‌اند از 20 ارديبهشت ماه تا 10 خرداد‌ ماه فرصت دارند تا فرم اطلاعات اقتصادي خانواده‌هاي خود را دريافت و تكميل كنند. تمدن افزود: اين خانوارها مي‌توانند براساس برنامه زمان‌بندي كه متعاقباً اعلام مي‌شود از طريق مراجعه به سايت الكترونيكي اختصاصي طرح، اطلاعات خود را ثبت كنند. وي با بيان اينكه به روز رساني اطلاعات اقتصادي خانوارها در راستاي اجراي دقيق طرح هدفمند كردن يارانه‌ها صورت مي‌گيرد، خاطرنشان كرد: ستاد هماهنگي طرح جمع آوري اطلاعات اقتصادي خانوار در استان تهران تشكيل شده و در همه شهرستان‌هاي استان تهران نيز داراي پايگاه‌ها و مراكز مخصوص به خود خواهد بود. استاندار تهران افزود: همچنين آن دسته از خانوارهايي كه قبلاً ثبت نام كرده‌اند و حال درصدد اصلاح اطلاعات ثبت شده خود هستند مي‌بايست از دوازدهم تا پايان خرداد نسبت به اصلاح اطلاعات وارد شده اقدام نمايند. تمدن با اشاره به آمادگي كامل استانداري تهران براي اجراي اين طرح در سطح استان تهران، خواستار توجه ويژه تمامي شهروندان استان تهران به اطلاعيه‌ها و اخبار مربوط به طرح جمع آوري اطلاعات اقتصادي خانوار شد و گفت: اخبار تكميلي و روند دقيق اجرايي طرح متعاقباً از طريق ستاد هماهنگي طرح جمع آوري اطلاعات اقتصادي اعلام خواهد شد.

On April 1, at Turkish Premier Recep Erdogan’s request, RA President Serzh Sagsyan received the Turkish Premier’s Special Envoy Feridun Sinirlioğlu.
The RA presidential press office informed NEWS.am that Feridun Sinirlioğlu conveyed verbal messages of the Turkish President and the Turkish FM to the Armenian leader. Also, he handed the Turkish Premier’s written message over to the Armenian President.
President Serzh Sargsyan stated that Armenia expects Turkey to take practical steps, which would ensure progress in the normalization of bilateral relations without any preconditions.
Envoy Feridun Sinirlioğlu, in turn, conveyed to the Armenian leader the Turkish side’s assurances that Turkey is ready to ensure progress in the normalization process.
On behalf of the Turkish Premier, Feridun Sinirlioğlu asked the Armenian leader to hold a bilateral meeting in Washington, USA. T.P.

The process of international recognition of the Armenian Genocide – particularly the resolution approved by the U.S. House of Representatives Committee on Foreign Affair and the one approved by Swedish Parliament on March 11 – impede the ratification of the Armenian-Turkish protocols, Suat Kiniklioğlu, Vice-Chairman of the Justice and Development Party (Adalet ve Kalkınma Partisi, or AK), stated at the NATO-held 73rd Rose Roth seminar in Yerevan.
“Such decisions will only lead to a collapse of the Armenian-Turkish process,” he said. Kiniklioğlu stressed that, should the process fail, the Armenian-Turkish relations will be even worse than before it, and the situation in the region will grow increasingly tense. Kiniklioğlu stated Turkey does not set the issue of the Armenian Genocide as a precondition for normalizing the bilateral relations. However, the issue, as well as the international recognition of the Armenian Genocide, complicates the ratification of the protocols. Even if Recep Erdogan gathered the Justice and Development faction and told them to vote for the protocols, it would not happen because of the political atmosphere, Kiniklioğlu said. “I cannot understand the reason for Armenia setting artificial terms – Yerevan used to state the protocols were to be ratified before this January, but now they are speaking of April. They used to say Armenia would withdraw its signature unless Turkey ratified the protocols before this January, but they never did that. Turkey will not have ratified the protocols by the April either, and let us see what Yerevan does this time. The Armenian-Turkish border has been closed for 17 years, and we can wait for one year more,” the Turkish MP said. He asked why Armenia does not want the issue of the Genocide to be discussed by a subcommittee of historians to be set up after the protocols have been ratified. “If Armenians are so sure they are right, let them, together with Turkish scholars, prove they are right. If they succeed, the decision will be binding on Ankara,” Kiniklioğlu said.
The Azeri expert Ilgar Mamadov supported the Turkish MP by stating that “it is unclear what Yerevan is giving in the Armenian-Turkish process after the Armenian Constitutional Court returned its verdict concerning the protocols.” “Any talks are a bargain — each party gives something in exchange. But, after the Constitution Court returned its verdict, it is now unclear what Armenia is going to give,” the Azerbaijani delegate said with indignation. According to him, Armenia’s readiness to renounce its claims on Turkish territories and, party, its policy of international recognition of the Armenian Genocide – “a conviction, rather than historical reality” — was clear before the RA Constitutional Court returned its verdict. “But the Constitutional Court’s verdict showed Armenia has no intention to renounce anything,” Mamadov stated angrily.
Head of the Armenian delegation to the NATO Parliamentary Assembly Karen Avagyan tried to calm down the Azerbaijani and Turkish delegates. He stated that Armenia has never intended to discuss the Armenian Genocide in any committee – the Genocide is a historical fact. “Moreover, I cannot understand why Turkey hoped the Armenian-Turkish talks would stop the process of international recognition of the Armenian Genocide. On the contrary, the talks stirred up the international community’s interest in Armenian-Turkish problems, and the world began examining historical facts more closely,” Avagyan said.
The seminar organizers brought documentaries telling about the Armenian Genocide in Ottoman Turkey in 1915-1923, as well as about acts of vandalism against Armenian cultural heritage in Nakhchevan.
