Defense Ministry of Nagorno-Karabakh dismissed allegations on Wednesday that Azerbaijani officer was killed in a ceasefire violation.
“Forward units of Karabakh defense army respect the ceasefire regime. Azerbaijan is just spreading regular misinformation,” Senor Hasratyan, spokesperson for the ministry, told Armenian News-NEWS.am. According to him, Azerbaijani side itself is violating ceasefire regime. “Fourteen cases of ceasefire violation were registered yesterday and during night,” he added.
Press service of Azerbaijani defense ministry said officer Jamin Mamedov was killed yesterday in a ceasefire violation by the Armenian side. The incident allegedly occurred in Aghdam region.

A soldier of the NKR Defense Army Hovik Sukiasyan was killed in the ceasefire violations by Azerbaijani side in the frontline between the armed forces of Azerbaijan and Karabakh on January 20.
At 10:00 am. the Azerbaijani side started to fire at Karabakh positions near Horadiz region, Spokesman for NKR Defense Army Senor Hasratyan told NEWS.am.
With retaliatory fire the NKR Defense Army silenced the enemy. According to preliminary information, the Azerbaijani side incurred more losses. Details of the incident are being clarified.

“The European Union does of course fully support all three principles regarding a settlement of the Nagorno-Karabakh issue, as agreed by the international community,” Michael Karnitschnig, spokesperson for the European Commission, told NEWS.am.
“We also fully support the efforts undertaken by the Minsk Group and are willing to make a further contribution to a settlement, as mentioned by President Barroso during his visit,” he added.
Earlier one of the Azerbaijani websites posted a video with a speech of President of the European Commission José Manuel Barroso delivered at the Baku University. Addressing the meeting participants, Barroso said that the EU fully supports territorial integrity of Azerbaijan and other agreed principles, as well as the efforts of the OSCE Minsk Group. The Union is ready not only to provide political assistance but also help in restoration works after the settlement of the conflict is reached.
Interestingly, the Azerbaijani journalists decided that other principles do not include the other two fundamental principles regarding the settlement of the Nagorno-Karabakh conflict.
We also would like to advise that the Azerbaijani Foreign Ministry reads the statement by U.S. Secretary of State Hillary Clinton made at the OSCE Summit in Astana last December.
“Let me reiterate on behalf of the Minsk Group co-chair countries that the foundation of any lasting and fair settlement must be the Helsinki principles as well as the six elements articulated by Presidents Medvedev, Sarkozy, and Obama on July 10, 2009 at L’Aquila and repeated at Muskoka on June 26, 2010.
These proposed elements were conceived as an integrated whole and any attempt to select some elements over others would make it impossible to achieve a balanced solution,” she said.
Today Azerbaijani foreign office issued a hysterical statement expressing indignation over content of Barroso’s Baku remarks available on the European Commission’s website. The Azerbaijani authorities tried to insist that Barroso mentioned only principle of territorial integrity.

Azerbaijan’s aggression and hate against Armenians only strengthens the conviction that Nagorno-Karabakh has no future as part of Azerbaijan, RA President Serzh Sargsyan stated the House of Representatives of Cyprus, January 17. Made part of Azerbaijan by the totalitarian regime, the Nagorno-Karabakh people could never put up with that status, the Armenian leader said.
The Nagorno-Karabakh people saw the fate of the Armenians in another territory, Nakhichevan, which was made part of Azerbaijan as well. Unable to endure Baku’s pressure, they had to leave the territory they had inhabited for thousands of years. It was no coincidence that, throughout the Soviet period, especially amid the liberation processes, the Nagorno-Karabakh people regularly raised the issue of its independence. In 1991, the people confirmed its will by means of referendum, which was held in full conformity with the Soviet laws, said President Serzh Sargsyan.
By means of overt ethnic cleansing and military aggression, Azerbaijan tried to stifle Nagorno-Karabakh’s independence. After losing the war it itself had unleashed, Azerbaijan had to sign a trilateral agreement on ceasefire with Armenia and Nagorno-Karabakh in 1994. Unfortunately, Azerbaijan has been using that unique chance of peaceful co-existence and development of the peoples of the region for the purpose of preparing a new military aggression.
The hostile anti-Armenian propaganda in Azerbaijan, which is spread by the country’s authorities, distortion of historical facts and provocation of arms race prove that Baku is not ready for peace. The Azerbaijani President even claims that Azerbaijan “gifted” the greater part of Armenia’s territory to Armenia, and Yerevan is an Azeri city, the Armenian President said. He expressed the confidence that Cyprus had to deal with similar distortion of historical facts as well.
Azerbaijan has no legal, political or moral rights to Nagorno-Karabakh. The Armenian side is determined to settle the conflict in a peaceful way, but if Azerbaijan seeks adventures, the Armenian side will give a decisive response. The Armenian leader stated with regret that, in the South Caucasus, a vulnerable region, some countries, pursuing their energy interests, are implementing a short-sighted policy, which does not at all contribute to regional peace and stability. Moreover, it is logical that the economic interests in question will first of all be affected in case the regional balance is disturbed, said the Armenian leader.

Two soldiers have been recently injured by gunshots on the Nagorno Karabakh-Azerbaijan contact line, the press service of the Nagorno Karabakh Defense Army reported.
At 12:25 pm on January 14, Private Vardan Harutyunuyan (born in 1992) was wounded in the left collar-bone as a result of the enemy's gunfire in the south-eastern section (Martuni) of the contact line. Harutyunyan was later hospitalized; his condition is reported to be satisfactory.
A similar gunfire shot at 17:20pm on January 15 in the eastern section (Askeran) of the contact line, wounded Defense Army serviceman Khachatur Aslanyan (born in 1992) who was also hospitalized and is reported to be in a satisfactory condition.
The Azerbaijani armed forces violated the ceasefire accord on the contact line 550 times last week, opening fire from guns of different calibers.

Nagorno-Karabakh conflict is the biggest problem of Azerbaijan, said Azerbaijani Foreign Minister Elmar Mammadyarov.
“To make your voice heard, you must be a strong country and that is why we are working on strengthening the role of the international community in addressing the problem through our embassies and through the media outlets,” said the minister to Trend Azeri news agency.
According to him, a priority for Azerbaijan’s foreign policy is to inform the international community about the situation “with the Armenian occupation.”
“Unfortunately, the international com­munity - and in particular, the United Stat­ed, Russia and France as three major powers that are mediating the peace process and the withdrawal of Armenian troops - are not put­ting very much pressure on Armenia. So we must intensify our negotiations,” said the minister.
According to Mamedyarov, Azerbaijan already has a so-called roadmap of principles for the nego­tiation process. And after these talks, the minister said Azerbaijan has declared readiness to start working on a peace agreement.
“As a foreign minister, I will always prefer a diplomat­ic solution. We will try to use diplomatic means to re­solve this issue. I do not think that we have yet exhausted all diplomatic options on this issue,” he said.
However, according to Mamedyarov, " if military means are used against Azerbaijan - and they already have been - the solution may then be military."
"If diplomatic options should fail, then, yes, we are prepared to use whatever means it takes to reclaim our territory," said Mamedyarov.

Armenia is authorized to ensure Artsakhi people's security by its military doctrine, an Armenian military psychologist has said.
Speaking at a press conference today, David Jamalyan, member of the Public Council of Armenia's Defense Ministry, said that Armenia's military doctrine clearly says that Armenia can be the guarantor of the Karabakhi people's security.
"We have the doctrine, which predetermines the military policy, the defense policy of our country, and it also clearly stipulates that RA [the Republic of Armenia] can become the guarantor of Artsakhi people's security," said Jamalyan.
It comes after Azerbaijan's representative to UN Tofig Musayev reportedly sent a letter to the UN Secretary General in which, among other things, he also referred to the fact that Armenian citizens are doing their temporary military service in Karabakh.
Jamalyan further said that currently we are living in a no-war-no-peace situation, adding that the existing risks are posing threat not only to the security of Karabakh's people, but also that of Armenia.
As an example, he recalled that the Azerbaijani forces systematically open fire at the direction of some communities in Armenia's Tavush province.
"And here at this stage it is the military doctrine that enables us to ensure the security of this part of our people, and in legal terms we are again not vulnerable here either," Jamalyan explained.
He went on saying that as long as there is no peace, the existing risks pose threat to the people of both Karabakh and Armenia, and it is "quite logical that we are acting as the guarantors of the security of some part of our self-determined people".

U.S. Ambassador to Armenia Marie Yovanovitch stated that the five-party statement on Karabakh issued during the OSCE summit in Astana will positively affect resolution of the Karabakh conflict.
The current situation in the Karabakh conflict zone is very serious, especially taking into account incidents on the line of contact, she said in an interview with RFE/RL Armenian service.
According to her, in signing the statement Presidents Serzh Sargsyan and Ilham Aliyev reached an agreement on stepping up efforts to achieve a peaceful solution to the conflict. They also agreed that the solution of the problem reached as a result of the peace talks will lead to reconciliation between the two nations, she noted.
Marie Yovanovitch believes that the president also agreed that the final solution of the problem needs to be based on international law, the UN Charter and Helsinki Final Act, as well as joint statements of Presidents Obama, Medvedev and Sarkozy made in L’Aquila and Muskoka.
These two statements of the presidents are particularly important not only because they contain three fundamental Helsinki principles (territorial integrity, a nations’ right to self-determination and non-use of force) but also propose six elements which the U.S. thinks can become the basis for a final solution.
The Ambassador said that this statement testifies to progress in the talks, expressing her hope that 2011 will be a year of more considerable progress. According to her, “it is the only way we should advance the process.” It is important for Armenia, Azerbaijan and important for Nagorno-Karabakh.
Asked whether hostilities are likely to resume in the conflict zone, Yovanovitch said that anything is possible; expressing her confidence that hostilities are not a solution to this problem. The OSCE Minsk Group co-chairs state full support of peaceful talks, she added.
Commenting on Armenian-Turkish dialogue and possible resumption of the process in 2011, the U.S. Ambassador refrained from giving forecasts about precise terms. Nevertheless, she noted that it is hard to imagine that the two countries would fail to normalize relations for more than 100 years.

“Resolving Nagorno-Karabakh is the key to unlocking Turkish-Armenian relations,” said Phillip Gordon during a July 3, 2009 meeting with 27 European Union political directors, as reported in a confidential cable released by Wikileaks and emanating from Stockholm on July 9 of the same year.
According to the same document, Gordon also saw the resolution of the Nagorno-Karabakh conflict as an important step toward facilitating regional energy supplies.
“The Russians have been reasonably productive on this account, but it is unclear whether they are just going through the motions or are seriously engaged, particularly as a Nagorno-Karabakh solution would facilitate a Southern Corridor gas route,” Phillips said in the cable.
In response, according to the cable, EU Council Secretariat Director General Robert Cooper expressed doubts about Russia’s motivations about the Karabakh conflict.
“Cooper asserted that if the Russians really wanted to resolve Nagorno-Karabakh, they would have done so already,” Gordon reported in the cable.
When WikiLeaks began posting the US diplomatic cables on November 29, several documents from both Ankara and Baku signaled that both countries were, in fact, preconditioning the opening of the Turkey-Armenia border with the resolution of the Nagorno-Karabakh conflict.
During the protocols process, State Department officials were quoted publicly as denouncing any preconditions in the protocols process, yet these documents, posted Sunday on the WikiLeaks site, suggest that behind closed doors, high-level State Department officials were advising European allies that a resolution to the conflict was key to the Turkey-Armenia issue.
In another confidential cable, dated October 10, 2008, from the US Embassy in Bishkek, Kyrgyzstan, Amb. Tatiana Gfoeller reports on a meeting with the British Prince Andrew, who among other information revealed that he met with Azeri president Ilham Aliyev.
According to the cable, Prince Andrew told the ambassador that “Aliyev had received a letter from President Medvedev telling him that if Azerbaijan supported the designation of the Bolshevik artificial famine in Ukraine as ‘genocide’ at the United Nations, ‘then you can forget about seeing Nagorno-Karabakh ever again.’”
The WikiLeaks cables are also shedding light on the double-standards with which the US government has treated Azerbaijan.
An article published Monday by the German Der Spiegel—one of four news outlets that received the trove of 250,000-plus cables from WikiLeaks—and entitled “Boys and Their Toys: The US Befriends Azerbaijan’s Corrupt Elite,” details high-level US officials’ relations and dealings, among them then Vice-President Dick Cheney, with the most corrupt of Azeri officials.

In the Soviet era, the Armenian legislation had a serious gap in terms of the international law as the Soviet school had never been in a leading position in the international law, deputy head of the presidential staff, Vigen Sargsyan, told Saturday a news conference after a symposium titled "Legal Aspects of the Nagorno Karabakh Conflict Settlement."
The symposium was organized by the newly established Center for International and Comparative Law, whose founders are Armenian young lawyers having degrees from internationally acclaimed universities.
"The establishment of the center shows that Armenia currently has a broad network of young professionals who have studied or continue studying in the world's leading universities," Sargsyan said. "We still have a long way to go before broadening our network further and enhancing the quality of teaching the international law at our universities. The topic selected is also very important. We often speak about the political, economic and other aspects of the Karabakh conflict and leave aside the legal aspect even though there are quite serious studies in this direction."
In this regard, he particularly attached importance to ICJ's advisory opinion on the Kosovo conflict.
"Even though we all say that each conflict is different, the courts apply the uniformity principle when considering cases. It doesn’t mean, of course, that all disputes have to be resolved the same way as each of them has the specificities of its development," he added.
The opening of the symposium was also attended by Prime Minister Tigran Sargsyan who hailed the initiative, stressing the importance of further investigation into the legal aspects of the Karabakh conflict and the Armenian Genocide.
"It's getting harder and harder for the present-day world to get adjusted to the empires built on violence and imprisonment. It's definitely time for freedom. For our people, the word freedom is not simply a noun. For centuries on end, our freedom was subdued by foreign empires. We have experienced oppression and realized we won't be able to develop unless we are free both internally and externally," the premier said.
He also spoke about Artsakh, adding that the people in the country clearly know what they want.
"Today's event is devoted to the legality of Kosovo's independence declaration, a topic that is interesting to our scholarly circles. And the lawyers will agree with me that Artsakh currently has more solid legal, political-military and historical grounds for full self-determination," he stressed.
Speaking further on the issue, the director of the center, Yeghishe Kirakosyan, emphasized the importance of focusing on the self-determination principle.
"The problems are of more in-depth nature than they seem," he said, adding that Kosovo's success was mostly conditioned by political factors.
"We have no problems in terms of the legal aspect of the issue. Our problem today is the interntional community's conduct," he said.

Senior United States Agency for International Development (USAID) nominee Paige Eve Alexander failed to explain why only $35 million of the $60 million Congress intended for Nagorno-Karabakh had been expended.
Alexander avoided directly responding to the inquiries by Senator Robert Menendez choosing instead to commit, in general terms, to working to make sure that the “assistance goes to where it was intended Congressionally,” the Armenian National Committee of America (ANCA) reported.
Senator Menendez followed up, in writing, with even more specific inquiries, including the following question addressing the most recent instances of underfunding: "Starting in FY 2009, Congress allocated up to $8 million for Nagorno-Karabakh, but the State Department continued to only allocate $2 million for each of these years.
The Senator demanded explanations as to why the USAID has not allocated the full amounts appropriated for assistance projects in Nagorno-Karabakh.
“If confirmed, I look forward to working closely with you on this important issue. I understand from briefings that USAID assistance to Nagorno-Karabakh has remained constant since 2001 despite a sharp decline in the regional budget and a number of competing priorities. USAID is the only U.S. Government agency carrying out development projects in Nagorno-Karabakh,” Alexander wrote, adding that the agency’s activities positively affect Nagorno-Karabakh.

NATO cannot play any role in the resolution of the Nagorno Karabakh conflict, NATO Secretary General Anders Fogh Rasmussen has said during an interview with the Azerbaijani ANS TV.
“I don’t think NATO can play any role in the settlement of the Karabakh conflict. Our strategic concept on the Central Asian countries is aimed at developing and seeking new ways of cooperation. And such cooperation is not restricted to fighting drug business in Afghansitan. I do really want the cooperation to develop,” Azerbaijani news agency 1news.az quoted him as saying.

The international mediators’ efforts in the Nagorno-Karabakh peace process are first of all aimed at maintaining the peace process and preserving the settlement format, Konstantin Zatulin, Vice-Chairman of the Committee for CIS and ties with Russian Nationals, RF State Duma, Director of the CIS Institute, told NEWS.am.
“Resumed sniping along the line of contact is a gross violation of the status quo. The side committing the violations, that is, Azerbaijan, is a most serious problem and threat to regional peace,” Zatulin said. He expressed concern over the growing tension during the past few months despite the OSCE Minsk Group’s efforts. Russia is against a new war in the region, he said. A final settlement of the Nagorno-Karabakh problem must be reached on the basis of the principle of Nagorno-Karabakh people’s right to self-determination along with the return of territories surrounding Nagorno-Karabakh. “As far as I am concerned Azerbaijan is now unwilling to show a realistic approach to the Nagorno-Karabakh problem. This may be the reason why the Armenian society will not accept any talks about any territorial concessions - even outside Nagorno-Karabakh. I think if an agreement could be reached, the co-chair countries would feel the need for showing political will, the issue could be resolved in some time,” Zatulin said.
He stressed that a military threat is in the air now. “We all know about the result very well. I would not advise anyone to tempt fate, as the ones unleashing wars are not the ones overbalancing. No one has yet convinced me that arms – even the most up-to-date – will enable Azerbaijan to resolve this problem as it wants to for ever,” Zatulin said. Any new hostilities will challenge any economic development prospects.

Armenia's President Serzh Sargsyan is paying a working visit to Armenia's defense positions and the Republic of Nagorno Karabakh.
Accompanied by NKR President Bako Sahakyan and Armenia's Defense Minister Seyran Ohanyan and other high-ranking military officials, Mr Sargsyan paid a visit to the defense positions and was familiarized with the degree of military preparedness of the armed forces on the spot.
He was also familiarized with the current works in the army-building process.
The Armenian and Karabakhi top leadership also attended war games organized by the Defense Army of Nagorno Karabakh. They also held a monitoring of the defense positions and took part in a house-warming ceremony of the flats built for military officers of Nagorno Karabakh.
Further Serzh Sargsyan held consultation attended by the top military brass.

The heaven will fall down on earth sooner than Azerbaijan gets Nagorno-Karabakh back, Eduard Sharmazanov, Secretary of the Republican Party of Armenia (RPA) parliamentary faction, told NEWS.am, commenting on Azeri President Ilham Aliyev’s recent militant statements.
“The Baku khan has not changed its habit. On the threshold of each meeting with his Armenian counterpart Serzh Sargsyan he makes provocative statements aimed at thwarting the negotiations or causing them to reach a stalemate, to prevent progress in the Nagorno-Karabakh peace process there. The OSCE Summit in Astana was not an exception as well. In defiance of the international community’s optimistic forecasts, Aliyev made new militant statements thereby warning no constructive approach should be expected from Baku,” Sharmazanov said. He stressed that the international community should have long ago made an adequate assessment of the Azeri leader’s behavior. “I think that the OSCE Minsk Group, as well as other international institutions, must harshly respond to the Azeri leader’s statement,” he said.
NEWS.am reminds leaders that Azeri President Ilham Aliyev made another provocative statement, issuing wear threats. He stressed that Azerbaijan has done its best to isolate Armenia from the world. “Armenia is geographic deadlock now,” he said. The Azeri leader accused the Armenian side of holding a destructive position and promised “active measures to return the Azerbaijani lands” if the situation does not change in the near future.

Polish Undersecretary Jacek Najder expressed readiness to assist the Armenian side for a draft resolution on Karabakh, which contains unacceptable wordings, not to be adopted by the NATO Parliamentary Assembly.
In the course of today’s meeting, Secretary of the Armenian National Security Council Arthur Baghdasaryan and Jacek Najder discussed prospects of Polish-Armenian cooperation within the framework of “Eastern Partnership” program.
Arthur Baghdasaryan presented ongoing reforms in different fields carried out in Armenia. The sides admitted that political dialogue between the states is held at a high level. The officials also touched upon the issues regarding NATO-Armenia cooperation.
Commenting on the Karabakh peace process, Arthur Baghdasaryan called unacceptable Azerbaijan’s initiative to put forward resolution mentioning “occupied Azerbaijan’s territories” at the forthcoming session of the NATO PA. “It is unacceptable to increase tension at a difficult stage of the peace process. The Karabakh issue will be solved within the framework of the OSCE Minsk Group and presence of such resolutions in different agencies can damage the peace process,” he said.
The Secretary’s position was regarded with favor by the Polish side.

We will stand our grounds and no road map on Nagorno-Karabakh will be signed without Karabakh’s status determination, Secretary of Republican parliamentary group (RPA) Galust Sahakyan told NEWS.am, commenting on possible signing of “road map” on Karabakh at OSCE Summit in Astana, on December 1-2.
“A road map is a soft word. First of all, Karabakh’s status is of great importance for us,” Galstyan said.
As NEWS.am reported previously, RF President Dmitry Medvedev spoke of possible signing of a “road map” on Nagorno-Karabakh at the meeting with Armenian and Azerbaijani Presidents in Astrakhan, on October 27.
As to the ban on YouTube in Armenian National Assembly, Galstyan said: “I do not think there are real guarantees to block YouTube. We should be able to differentiate between reality and slander. These propaganda machines aim at weakening Armenia,” he stressed. The parliamentarian said he is unaware why You-Tube is unavailable in the Armenian Parliament.

The NATO resolution on Nagorno-Karabakh can be called a pro-Armenian one – Points 5 and 6 of the resolution contain all the principles Armenian representatives point out at all the international agencies, Karen Avagyan, an MP of the Republican Party of Armenia (RPA), told NEWS.am, commenting on the NATO resolution on Nagorno-Karabakh.
“We are preparing relevant proposals concerning the draft resolution on Nagorno-Karabakh, which is to be discussed at the 56th summit of NATO this November. The Armenian side’s proposals chiefly concern Point 2 of the resolution. The point contains a phrase, according to which, the conflict over Nagorno-Karabakh’s status and occupation of seven regions surrounding Nagorno-Karabakh caused intense suffering to the region’s people. Avagyan said that, according to the documents, NATO calls on the Governments and Parliaments of NATO members to support the efforts of the OSCE Minsk Group and the conflicting parties to settle the conflict in a peaceful way. The document also indicates the right to self-determination and territorial integrity.
As to whether the resolution will be adopted or not, Avagyan said the document is not a legally binding one.
At its 56th summit in Warsaw on Nov. 12-16, NATO is to discuss a resolution on Nagorno-Karabakh. The resolution was drafted by Anita Raynell Andreychuk. The vote is scheduled for November 14.
