Armenia is authorized to ensure Artsakhi people's security by its military doctrine, an Armenian military psychologist has said.
Speaking at a press conference today, David Jamalyan, member of the Public Council of Armenia's Defense Ministry, said that Armenia's military doctrine clearly says that Armenia can be the guarantor of the Karabakhi people's security.
"We have the doctrine, which predetermines the military policy, the defense policy of our country, and it also clearly stipulates that RA [the Republic of Armenia] can become the guarantor of Artsakhi people's security," said Jamalyan.
It comes after Azerbaijan's representative to UN Tofig Musayev reportedly sent a letter to the UN Secretary General in which, among other things, he also referred to the fact that Armenian citizens are doing their temporary military service in Karabakh.
Jamalyan further said that currently we are living in a no-war-no-peace situation, adding that the existing risks are posing threat not only to the security of Karabakh's people, but also that of Armenia.
As an example, he recalled that the Azerbaijani forces systematically open fire at the direction of some communities in Armenia's Tavush province.
"And here at this stage it is the military doctrine that enables us to ensure the security of this part of our people, and in legal terms we are again not vulnerable here either," Jamalyan explained.
He went on saying that as long as there is no peace, the existing risks pose threat to the people of both Karabakh and Armenia, and it is "quite logical that we are acting as the guarantors of the security of some part of our self-determined people".
