One should get acquainted with the European Union’s position on Nagorno-Karabakh on the official website of the European Union (EU) rather than from other reports, the spokesman for José Manuel Barroso, President of the European Commission, told ARMENPRESS, commenting on the information on the official website of the president of Azerbaijan. According to the information, during his visit to Azerbaijan, the President of the European Commission allegedly spoke of the necessity for settling the Nagorno-Karabakh conflict on the basis territorial integrity principle.
On various occasions José Manuel Barroso spoke of the territorial integrity principle as one of the three principles of conflict settlement. This is one of the principles the international community reached an agreement on. The two other principles are peoples’ right to self-determination and peaceful settlement of conflicts, the spokesman said. He pointed out that, in his earlier statements, José Manuel Barroso stressed the need for a diplomatic settlement of the Nagorno-Karabakh conflict, as well as the unacceptability of militant rhetoric.
The EU supports the OSCE Misnk Group’s efforts to resolve the Nagorno-Karabakh conflict. The EU will intensify its efforts provide the conflicting parties apply to it. All of statements on the Nagorno-Karabakh conflict by the President of the European Commission are balanced and in line with the international community’s position, the official said.
According to the information on José Manuel Barroso’s visit to Azerbaijan on the official website of the President of Azerbaijan, the President of the President of the European Commission allegedly spoke of the necessity for settling the Nagorno-Karabakh conflict on the basis territorial integrity principle. However, the information of the EU website was not in line with that on the official website of the Azerbaijani President.

Chief Coach of Kazakhstani football team Atirau, Ramaz Mammadov, has come under fire by Atirau's fans over a statement related to the only Armenian player of the team.
Mammadov, who is an Azerbaijani by origin, said in an interview that as long as he is the coach of the team, Tigran Karabakhtsyan will not play in Atirau.
"As far as I know Tigran Karabakhtsyan is no longer considered an Atirau player. But even if that isn't that case, then a serious conversation with the club's managers is awaiting for me. There can be no Armenian in Atirau, as long as I work here," Mammadov was quoted as saying.
Mammadov's statement has resented the Kazakhstani football fans (in the photo) who released a statement, harshly criticizing him.
"We, the fans of Atirau football club are notifying Mammadov that Kazakhstan is a multi-national state where representatives of more than 100 nations are residing together peacefully in friendship and conciliation," reported by Gzt.ru website cited the statement.
"If you regard a player for his ethnic grounds rather than his playing capabilities, then it reveals your human qualities."Further the fans said that there is no place for nationalism in Kazakhstan.
"We aren't interested in your Karabakh conflict; therefore leave all that stuff in Azerbaijan. Your are now in Kazakhstan. There is no place for nationalism here. No such things are accepted here," read the statement.
"You were appointed as chief coach just recently and you are already giving interviews here and there. You already lost the fans' trust due to your nationalistic views."
According to Armenian sports news website Armsport.am, Tigran Karabakhtsyan went to Kazakhstan in the spring of 2010 and returned to Kilikia in December.

06.01.2011 14:53 آذربایجان، باکو، 16 دی، خبرگزاری «ترند»/ وزارت خارجه لهستان از اتباع این کشور درخواست کرده که بدون موافقت با حکومت آذربایجان به قره باغ کوهستانی سفر نکنند.
به گزارش سایت سفارت لهستان در آذربایجان، در بیانات ویژه وزارت خارجه لهستان در این مورد آمده است: بر اساس حقوق بین المللی، قره باغ کوهستانی بخش جدایی ناپذیر اراضی آذربایجان است. بدون موافقت حکومت آذربایجان سفر هر شخصی به سرزمینهای اشغالی بعنوان نقض مرز جمهوری آذربایجان محسوب خواهد شد.
گفتنی است، توماس پوربان، نماینده پارلمان اروپا از لهستان بعنوان گزارشگر پارلمان اروپا در امور ارمنستان بدون موافقت با حکومت آذربایجان و اتحادیه اروپا جهت آشنایی با وضعیت منطقه به اراضی اشغالی آذربایجان سفر کرده است. وزارت خارجه آذربایجان نیز بر ضرورت موافقت اتباع کشورهای خارجی جهت سفر به اراضی اشغالی آذربایجان با وزارت خارجه آذربایجان تاکید میکند که در همین چهارچوب اعتراض مکتوب وزارت خارجه آذربایجان به اتحادیه اروپا و لهستان تقدیم شده بود. وی از سوی وزارت خارجه آذربایجان از افراد نامطلوب اعلام شده است.
مناقشه بین دو کشور قفقاز جنوبی - ارمنستان و آذربایجان در سال 1988 بعلت ادعای ارضی ارمنستان به خاک آذربایجان آغاز شده است. در پی حملات ارمنستان به آذربایجان از سال 1993 بیست درصد از سرزمینهای متعلق به آذربایجان، یعنی قره باغ کوهستانی همراه با 7 شهر و ناحیه دیگر اطراف آن همچنان تحت اشغال ارتش ارمنستان میباشد. در سال 1994 طرفین به پیمان آتش بس دست یافتند. از آن زمان نیز گروه مینسک سازمان امنیت و همکاری اروپا با ریاست مشترک روسیه، فرانسه و ایالات متحده آمریکا در مسئله حل صلح آمیز مناقشه قره باغ کوهستانی میانجیگری می کنند که تاکنون فعالیتهای آنها در این زمینه هیچ نتیجه ای نداشته است.
تابحال به چهار قطعنامه صادر شده از سوی شورای امنیت سازمان ملل متحد در مورد آزادی قره باغ کوهستانی و اراضی اشغالی آذربایجان نیز عمل نشده است.

Today, on the occasion of the birthday anniversary of Azerbaijani President Ilham Iliyev, all the viewers can see an elate mood on the TV screens. The national TV channels prepared special programs about the “worthy successor of the national leader Heydar Aliyev.” The song entitled “Forward with Ilham!” has repeatedly been sung on TV.
The “master’s” birthday proved to be an occasion for “great deeds” performed by the Aztv staff, which is under immediate control of the Azeri Presidential Administration. Early in the morning, the editorial staff of the Habarlar program, spared prepared a seven-minute-long “item” about Azerbaijan’s “prosperity” under the Aliyev clan.
The item, along with a 30-minute-long story about the visits the Azeri leader, accompanied by the First Lady, paid to a number of places, proved “the highlight of the program.”
Besides the stock phrases about “celebrating victory over Armenians under the President’s wise leadership,” in National Flag Square in Baku, the principal Azeri TV channel made the following grandiose claim: “Ilham Aliyev is the leader of the 50,000,000 Azerbaijanis of the world!” There is no point in arguing about the claimed number of Azerbaijanis worldwide. However, the following fact is worthy of note: by means of his favorite TV channel, President of Azerbaijan Ilham Aliyev declared himself leader of the many-millioned Azerbaijani community of Iran. And the claim implied actual, rather than symbolic, leadership. This cannot but pose a threat to the national security of Iran, its traditions –
It cannot be helped. Independent Azerbaijan is kind of state leaving no one in peace in the region. All the actors are accustomed to it. Let us wait and see which of them will be the first to get tired of it.

Baku called on the Economic Cooperation Organization (ECO) to strengthen the strong and consistent support for rapid resolution of Nagorno-Karabakh conflict, Azerbaijani Foreign Minister Elmar Mammadyarov said at the 19th Meeting of the Council of Ministers of the Economic Cooperation Organization (ECO).
“The unresolved conflict is a major impediment for the stability, development and prosperity of the ECO region. In this regard, the organization and its member states should extend their resolute and consistent support for the position of Azerbaijan aimed at speedy solution of the conflict and “restoration of its territorial integrity,” he said.
Economic Cooperation Organization is an intergovernmental organization, founded in 1985 by Iran, Pakistan and Turkey. Now it has also included Azerbaijan, Afghanistan, Tajikistan, Turkmenistan, Kazakhstan, Kyrgyzstan, and Uzbekistan.

Azerbaijan’s racist policy carried out against Armenians years ago now refers to other ethnic minorities residing in the country, ethnographer Hranush Kharatyan said at today’s press conference.
“It is indicated in Azerbaijan’s report on ethnic minorities posted on the CoE website as well. Аll points of Azerbaijan’s official report express open enmity against non-Azerbaijanis and non-Turkic speaking residents of the country. The facts concerning regional history are distorted, in particular it is mentioned that in 19 century Armenians massacred Muslims living in the territory of today’s Azerbaijan. It is a pity the UN and other international agencies are not consistent with restoring the truth,” she said.
“The world community trusts Azerbaijan’s assurance that Talyshs, Lezgins and other ethnic minorities are facing no problems. Meanwhile, they fear to speak of real state of things. Shutting their eyes to such conduct, the UN, PACE and other agencies become silent allies of Azerbaijan. Azerbaijan’s ethnic minorities may face fate of Armenians unless the world community is consistent with the matter,” Kharatyan concluded.

In US diplomatic cables newly released by Wikileaks, Aliyev clan’s rule over Azerbaijan is compared to mafia, specifically to the Corleones family in the famous ‘Godfather’ movie series. Ilham Aliyev himself ‘described alternately as a mix of "Michael" and “Sonny.
Maintaining a clever, realistic foreign policy" that he inherited from his father, he reminds of the cold-calculated alliance builder Michael Corleone. But his domestic policies, with crude retaliation against even minor challenges to his authority and criticism, resemble the "brash, impulsive" Sonny Corleone.
The cables also say that Azerbaijani president's ambitions to make the Aliyev dynasty unchallenged strangled the hopes of any and all pretenders to succession, including his wife Mehriban Aliyeva.

WikiLeaks has published the U.S. diplomat Donald Lu’s message, which contains an unflattering description of Azerbaijani President Ilham Aliyev.
“Azerbaijan’s President Ilham Aliyev utilizes distinctly different approaches to foreign and domestic policies,” says the message.
“He typically devises the former with pragmatism, restraint and a helpful bias toward integration with the West, yet at home his policies have become increasingly authoritarian and hostile to diversity of political views. This divergence of approaches, combined with his father’s continuing omnipresence, has led some observers to compare the Aliyevs with the fictional ‘Corleones’ of Godfather fame, with the current president described alternately as a mix of ‘Michael’ and ‘Sonny’.
According to the message, Heydar Aliyev “becomes by implication the ‘Vito Corleone’ of Azerbaijan.”
“The President and his cohorts, who largely were carried over from his father’s administration, now seek predictability, stability and continuity to preserve and protect public and private fortunes. Aliyev’s cabinet has changed very little over the years, with few “reformers” brought in or remaining in power. The Prime Minister position is largely ceremonial and weak. Because of family connections, dynastic succession, the strong arming of the opposition and the creation of an elaborate patronage/protection network, the Aliyev Administration has developed an “organized crime” image in some quarters, leading some analysts to see Ilham Aliyev at times in a mafia-like role.
“President Aliyev inherited from his father a clever, realistic foreign policy that he has largely maintained… He encourages involvement with NATO and…supports a policy of westward transit of Azerbaijani oil and gas through non-Russian channels.
“For all his bluster about Azerbaijan’s legal right to liberate the Armenian-occupied territories by force, Aliyev has worked constructively on the Minsk Group-proposed Basic Principles and developed a reportedly good rapport with Armenian President Sargsian [Serzh Sargsyan] - in contrast to the much more confrontational relationship between the countries’ foreign ministers.
“Similarly, even as Aliyev regards with horror the prospect of Turkey-Armenia rapprochement ahead of Nagorno-Karabakh resolution, the President has instructed SOCAR to continue gas transit and supply talks with Turkey…The gas transit talks are a hardball affair to be sure, but Aliyev surely recognizes that Azerbaijan cannot really afford a total rupture with Turkey and certainly is not going to go so far as to foreclose on options out of pique while the Turkey-Armenia question remains open.
“For all of the cool-headed calculation that generally influences Aliyev’s foreign policy, his domestic policies are another matter. As Aliyev perceives a challenge to his authority or affronts to his family dignity…The example of the crude retaliation against the young bloggers Emin Milli and Adnan Hajizade is the most recent and public example.”
The message also mentions Aliyev’s decision to rescind licenses for some foreign broadcasters. Heydar Aliyev would never have allowed himself to be goaded into ridiculous reactions.
The explanation for the dissonance between Aliyev’s foreign and domestic policies is that he is insecure in domestic politics and relies heavily on the advice of old-line Soviet-style political figures carried forward from his father’s administration, such as Presidential Chief of Staff Ramiz Mehdiyev.”
“It is clear that Azerbaijan’s future development would better suit United States policy goals if Aliyev pursued his domestic policies in a manner that resembled his foreign policy methods, however imperfect they may be,” the message reads.

The U.N. Charter is hardly referred to by the OSCE Minsk Group. However, it has been unequivocally done this time, which is a novelty, Mavel Sargsyan, an expert for the Armenian Center for National and International Studies (ACNIS), told NEWS.am, commenting on the joint statement by the Armenian and Azerbaijani Presidents and the OSCE Minsk Group Co-Chairs. According to him, such a turning-point tells much.
“It was no co-incidence that the Azerbaijani President found himself in a difficult situation just an hour later. He began making anti-Armenian statements and was not disposed to talk with Serzh Sargsyan. He behaved in an unfriendly manner,” the expert said. According to him, President Ilham Aliyev must have been forced into approving such a statement and actually making it later. “Or, he may have failed to realize what he had agreed to,” M. Sargsyan said.
“The U.N. Charter lays emphasis on peoples’ self-determination, which is hardly to Aliyev’s liking. This turning-point may cause further developments not in Aliyev’s favor, the expert said.
He also pointed out that the OSCE Summit is taking place in a tense atmosphere. “The WikiLeaks exposures played a serious role. The absence of the U.S., French and British leaders arouses concern. Many of the leaders think the OSCE has lost its power and has no mechanisms of resolving conflicts. Russia and Georgia are known to have exchanged hints at ultimatums. With such general atmosphere, a final declaration may not be adopted, which would be an unprecedented event,” M. Sargsyan said.
Considering the above, it is possible that by incorporating a reference to the U.N. Charter the Co-Chairs, aware of their shaky positions, are galvanizing the sides to a new format. Time will show,” the expert concluded.

The storm caused by WikiLeaks-published documents seems to be passing and new political processes are observed. In particular the documents concerning Turkey will seriously affect the “zero problems with neighbors” principle, writes Zeynep Gurcanli, the expert of Hurriyet newspaper.
The Turkish expert commented on the influence that WikiLeaks disclosure may have on Turkey-Iran, Turkey-Israel, Turkey-Balkan states and Turkey-Eastern states relations. He places emphasis on conversations of Azerbaijani leader Ilham Aliyev with the U.S. official during which he uses rather strong-worded phrases speaking about the Turkish Government. “There is no doubt that the statements will be attentively studied in Ankara. The discussions show that Turkish authorities cannot have such strict position on normalization of relations with Armenia as they used to,” Gurcanli noted, stressing that reconciliation with Armenia will be achieved easier.
Secret document published by WikiLeaks concerning the Feb. 25, 2010 meeting of Azerbaijani President Ilham Aliyev and U.S. Undersecretary Nicholas Burns caused big fuss in the Turkish society.
The Turkish press labels Azerbaijani leader’s words as backstabbing.
In the course of the mentioned meeting, Aliyev stressed that gas deal signed with Russia was aimed at showing Turkey that they will not be allowed to create a gas distribution hub.

The WikiLeaks-published documents say Russia blackmailed Azerbaijani President Ilham Aliyev trying to persuade him not to recognize the Holodomor, man-made famine in the Soviet Ukraine.
According to the documents, Aliyev told the story to Prince Andrew.
It says that Aliyev had received a document from President Medvedev indicating that in case Azerbaijan recognizes Ukrainian famine as “genocide” in the UN, he can forget about Nagorno-Karabakh.
Prince Andrew confirmed that other presidents had also received such instructions from Moscow, Ukrainian “Glavnoe” website reported.

German “Der Spiegel” magazine quotes extracts from WikiLeaks about Azerbaijan’s first lady Mehriban Aliyeva.
“One cable from the Moscow Embassy on Russian first lady Svetlana Medvedev, for example, states that she is "generating tensions between the camps and remains the subject of avid gossip.” It then goes on to report that President Medvedev’s wife had already drawn up a list of officials who should be made to “suffer” in their careers because they had been disloyal to Medvedev. Another reports that the wife of Azerbaijan leader Ilham Aliyev has had so much plastic surgery that it is possible to confuse her for one of her daughters from a distance, but that she can barely still move her face,” the source reads.

Azerbaijan is losing much by maintaining visa restrictions for citizens of the EU member-states, Jerome Pons of the EU delegation to Azerbaijan told Novosti-Azerbaijan.
If Azerbaijan simplifies visa requirements for citizens of the EU member-states, many more tourists will visit the country.
EU citizens can visit Armenia and Georgia without visas, whereas they have to get visas for Azerbaijan.

The statement of SOCAR that Baku intends to “take control” of the Russia-Armenia gas pipeline should not be taken very seriously. In the oil and gas business, from statements to real steps is a very long way, and in that time the situation may change, the CEO of the National Energy Security Fund Konstantin Simonov told NEWS.am. According to him, this statement should be considered a key in Azerbaijan’s attempts to exert pressure on Armenia. “I seriously doubt that Russia will put up with such developments in the region. I do not think that this scenario is realistic”, said the expert.
According to Azerbaijani media, SOCAR has already approached the owner of the Russia-Armenia pipeline, which passes through Georgia, with the intent to “take control” of the pipeline. SOCAR contacted the owner of the pipeline - National Gas Company of Georgia and expressed their interest in participating in the process of privatization or transfer of the pipeline operation.

Ermenistan Dışişleri bakanı 11 Kasım’da Hindistan’ın başkenti Yeni Delhi «Hindistan Uluslararası İlişkiler Konseyi» nde yaptığı konuşma sonrasında katılımcıların sorusuna verdiği yanıtta ″Azerbaycan’ın sebebiyet verdiği savaşın yaraları henüz iyileşmiş değil. Ancak Bakü yeni bir maceraya hazırlıyor″ dedi.
Dışişleri bakanının «Hindistan Uluslararası İlişkiler Konseyi»nde yaptığı kapsamlı konuşmada Hindistan’a akredite diplomatik misyon, Hindistan Dışişleri bakanlığı üst düzey yetkilileri, siyaset uzmanları, analistler ve basın mensupları hazır bulundular.
Dağlık Karabağ sorununun çözümüne ilişkin olarak Edward Nalbandyan, özellikle Astrahan’da sağlanan savaş esirler ve kayıpların naaşlarının değişmi mutabakatına ilişkin hatırlatmada bulunarak ″Astrahan buluşması sonrasında mutabakatlar hayata geçirilmeye başlandı. Ülkesinin ‘sadece büyük sayıda silah, mühimmat, askeri donanım, askeri olanaklar değil, ordusunun da aynı zamanda büyük bir yükselme içinde olduğunu’ yüksek sesle ifade etti.

2004-2010 arsındaki döneminde topu topu 7 yılda, bu ülkenin askeri bütçesi 18 kat arttı. 2010’ndan 2011’e geçişte hemen hemen ikiye katlandı. Bu meblağ bu yıl Azerbaycan GSYİH’nın % 10’na karşılık gelirken, 2011’de GSYİH’nın yaklaşık % 20’sine karşılık gelecektir.

The wounds of the war unleashed by Azerbaijan have not healed yet, while Baku is preparing for new adventures. The oil profits are channeled to new military provocations, RA Foreign Minister Edward Nalbandian stated, responding to questions following his speech at the Indian Council of World Affairs, in Delhi, India, Nov. 11.
Minister Nalbandian delivered a lengthy speech. Attending were foreign ambassadors, high-ranking officials, political experts and journalists.
Speaking of the Nagorno-Karabakh peace process, Minister Nalbandian, reminded the attendees of the Armenian-Azerbaijani agreement on the exchange of POWs and victims’ bodies in Astrakhan. The sides started implementing the agreements following the Astrakhan meeting. However, Azerbaijan has begun abusing even this exchange to deceive the public, Minister Nalbandian said.
On November 7, at a ceremony held on the occasion, President Ilham Aliyev restated Azerbaijan’s readiness to use military force to resolve the problem. He declared a soldier, who killed five and injured three Armenian soldiers during an act of sabotage on the line of contact, a national hero. He pointed out that “tens of thousands of such heroes are waiting for a command by the Supreme Commander-in-Chief. He made several mentions of “shahids”, abusing the religious feelings of the Azerbaijanis and claiming they can be examples for the young generation. President Aliyev was again speaking of the “great amount of weapons, ammunition and military potential, as well as of the army’s high morale.”
Even at a school opening ceremony, the Azeri leader is saber-rattling, laying territorial claims and claiming that Armenia is an Azerbaijani land, and even children must know about it.
It is not Germany in 1939, but Azerbaijan in 2010.
Since 2004, Azerbaijan’s military budget has increased 18-fold. Azerbaijan’s 2010 military budget is 10% of GDP, 2011 budget will be is 20% of GDP.
If Azerbaijan wants the Nagorno-Karabakh problem to be settled, it must aim its efforts at negotiations within the OSCE Minsk Group, at practical rather than formal participation.

When it comes to the case of Manvel Saribekyan, Armenian state bodies and non-governmental organizations should turn to international bodies, namely to the International Court of Human Rights and the UN Commission Against Torture, Press Secretary of Zharangutyun (Heritage) Party’s parliamentary faction Larisa Alaverdyan told a press conference today.
According to Armenia’s official version Manvel Saribekyan was an Armenian civilian who inadvertently crossed the border into Azerbaijan this year in search of his lost cattle, was caught by Azerbaijani armed forces, held in captivity and later killed before being repatriated to Armenia.
Baku denies any involvement in Saribekyan’s killing, saying he was specifically trained to conduct acts of terror in Azerbaijan and was not killed, but rather committed suicide.
Larisa Alaverdyan mentioned that though a criminal case has been filed over Saribekyan’s case, the issue should also be raised to the attention of international bodies not only for adequate response, but also for implementing the principle of punishment and holding all those responsible for his death accountable.
Further she said that in an attempt to draw attention to the case a month ago she had collected signatures over the case and in agreement with the existing five parliamentary factions and sent a letter to four international organizations, namely to the UN, Organization for Security and Cooperation in Europe, European Union and Council of Europe (OSCE).
Up to date none of those organizations has responded to that letter, which according to her, is because the letter was something unprecedented for them. In her words, such bodies do not have any fixed procedures to respond to such letters.
But Larisa Alaverdian’s efforts are not limited to that letter only. She has already prepared a new letter and will be consistent to receiving some response from international bodies.
Speaking about the criminal case filed over Saribekyan’s death, Alaverdyan said that Armenia can appeal to the European Court of Human Rights and bring charges against all those guilty for Saribekyan’s death.
The European court has already had such cases, she added.
Further Alaverdyan said that Manvel Saribekyan’s parents also can appeal to international bodies, as well as to the UN Commission Against Torture, and demand that those responsible for theirs son’s death be punished.

There are already some reports that about 70 members of the ruling Yeni Azerbaijan (New Azerbaijan) party, including Azerbaijani first lady, have during the Sunday’s voting won seats to the new parliament, Director of Noravank Foundation Gagik Harurtyunyan told a press conference today.
“It seems that the results were expected for all. But there is a nuance: there was a 65% turnout during the last parliamentary elections. This time, according to the preliminary results, no more than 50% turnout has been registered,” said he, adding that there has been a 15% decrease in turnout.
Further he said that given the technologies used in Azerbaijan’s parliamentary voting, Mr Harurtyunyan expressed conviction that the real turnout in that voting does not exceed 30-35%.
Mr Harurtyunyan also noted that if the opposition used to very active in the past and would hold meetings, marches and demonstrations, how it has become very indifferent.
“There is certain apathy towards such elections in the Azerbaijani society,” he explained. “Finally, we can state that all in Azerbaijan seem to have reconciled themselves with the existing situation.”
According to him, that indifference and inactivity in the Azerbaijani society is accounted for by shrinking oil deposits. “They feel that there is no perspective for development in the future,” said Mr Harurtyunyan.

Azerbaijani President Ilham Alitev yet again made a statement on the military solution to the Karabakh conflict.
“We will hold talks as long as we have hope for the restoration of Azerbaijan’s territorial integrity. If we see that this is impossible, the state of Azerbaijan will restore its territorial integrity by use of force,” the Azeri leader stated at the funeral of two Azerbaijani saboteurs on November 7.
According to him, Azerbaijan has all the opportunities to liberate “occupied” lands, particularly high-level combat readiness of the Azerbaijani army, logistical equipment, enough weapons and ammunition, high spirit and the will of the Azerbaijani people, Vesti reports.
As NEWS.am reported previously, Karabakhi side returned the killed bodies of Azerbaijani saboteurs under the agreement on exchange of war prisoners.
Azeri leader repeatedly states Azerbaijan will not agree on the independence of Nagorno-Karabakh and Azeris are running out of patience.
