OSCE MG realizes Nagorno-Karabakh independent, Russian expert says

The Obama, Sarkozy and Medvedev statement on Nagorno-Karabakh on the sidelines of the G8 Summit is most important considering the fact that the leaders of the three major states did nor focus on any other territorial issue, Konstantin Zatulin, the Director of the Institute of Commonwealth of Independent States (CIS) and member of the International Affairs Committee, RF State Duma, told NEWS.am.
“As the statement was made amid Azerbaijan’s military rhetoric and frequent attempts to shake the current status quo in the Karabakh conflict zone and break the ceasefire, the statement is especially important,” the expert said.
As for the Presidents’ proposals, they are closer to the Armenian side than to Azerbaijan. “It is clear Azerbaijan does not agree to a referendum in Nagorno-Karabakh – they at best speak of a referendum in its whole territory. However the Presidents’ statement says about a referendum in the territory of Nagorno-Karabakh,” Zatulin said.
The MP stressed some provisions in the statement put Azerbaijan on the alert. “For example, the document indicates the territories adjacent to Nagorno-Karabakh, that is, Karabakh is considered separate from them, which Baku does not do at an official level,” he said. The statement also underlines the need to ensure land communication between Nagorno-Karabakh and Armenia, which proves the Co-Chairs realized Karabakh is an independent entity.
Speaking of a future referendum on Nagorno-Karabakh’s status, Zatulin said the relevant provision proves the international community is inclined to such a decision. “However, hardly will the Armenian side agree to this if the concrete date of the referendum is not specified,” the MP said.
Commenting on the rumors about the deployment of Russia peacekeepers in Karabakh, Zatulin said Russia has not clearly stated such intentions. “I am afraid we are far from determining the necessity of a peacekeeping mission or the member states, as neither Armenia nor Azerbaijan completely agrees with the Presidents’ proposals,” the expert said.
