Any negotiations doomed to failure without NKR people’s will

Prime Minister of the Nagorno-Karabakh Republic (NKR) Ara Harutyunyan does not see any progress in the Nagorno-Karabakh peace process for the NKR this year. Speaking of the process “with the Republic of Armenia involved and various political agreements talked about,” the NKR Premier pointed out that the NKR does not officially participate in the process though it is regularly informed of it.
“Any statement by our leaders is based on the principle of the NKR’s independence. Any negotiation process is doomed to failure without the NKR people’s right to self-determination considered. Any solution that would not meet the Artsakh people’s wish is impossible to realize.
Both the Armenia and NKR Presidents have repeatedly stated that it is the people that have the last say. The peoples’ right to self-determination must first of all be respected and their security must be guaranteed. Thereafter we will discuss all the possible mutual concessions,” Harutyunyan said.
