The prolongation of the Russian military base’s presence in Armenia is an issue OF Armenian-Russian relations, Peter Semneby EU special Representative in the South Caucasus, told Komersant.
The EU is concerned with the agreement and multilateral consultations are needed now to convince the neighbors that the agreement does not pose a threat to them, Semneby said. He pointed out the need for considering the Caucasus military potential in a broader context. The EU understands Armenia’s concern over Azerbaijan’s huge military expenses. If the sides go on taking measures and countermeasures, it may lower the line for use of force which would be a tragedy, Semneby said. Any possibility of a military settlement of the conflict must be ruled out, he said.
Semneby stressed that delaying the settlement of the Nagorno-Karabakh conflict for several decades would be tragic. It is a protracted conflict and poses a threat to the regional countries and their neighbors. He pointed out the need for more efforts to settle the conflict. Semneby also stressed the need for strengthening the ceasefire on the line of contact, where incidents have recently occurred. The ceasefire does not resolve the problem, but facilitates the negotiation, Semneby said.
