The Armenian parliamentary majority accounts for its unwillingness to approve the bill on recognition of the Nagorno-Karabakh Republic (NKR) proposed by the Heritage Party by the fact it may cause damage to the peace process within the OSCE Minsk Group. However, the Parliament’s rejecting the bill will cause even greater damage to the peace process, Armen Rustamyan, a Supreme Body member, Armenian Revolutionary Federation Dashnaktsutyun (ARF-D), told NEWS.am.
“The Parliament’s rejecting the document will cause irreparable damage to the international recognition of Nagorno-Karabakh as well. The world will not enquire into the reasons why the parliamentary majority has rejected the document, but it will register the fact that the Armenian Parliament voted against Nagorno-Karabakh’s independence,” Rustamyan said. He is puzzled at the obstinacy by both the Heritage Party, which is determined to put the bill to the vote, and the parliamentary majority, which is unwilling to seek a compromise over the issue. “After all, we might accept the ARF-D’s proposal to put the document signed by all the political forces on the Parliament’s big agenda. Don’t the parliamentary majority and the Heritage Party understand that voting the document down will put the Armenian side in a most awkward situation?” Rustamyan asked. The ARF-D tried to act as “mediator” between the parliamentary majority and the Heritage Party. However, no compromise was reached.
The Heritage Party intends to put the bill to the vote during the next four-day session of the RA Parliament. The ARF-D stated its readiness to vote for the document. On the other hand, in his interview with NEWS.am, Samvel Nikoyan of the Republican Party of Armenia (RPA), promised the RPA faction will act is the “most effective way”.
