Further talks on Karabakh conflict resolution will not produce any results without Karabakh’s involvement in the peace process, Head of the Russian Center of Military Forecasts Anatoly Tsyganok told NEWS.am. According to him, no tangible gestures will be made in the Karabakh conflict settlement in the near future.
“There are both internal and external factors hindering the achievement of progress. One of them is power change in the U.S. Congress, which is an active party to the negotiations. Besides, elections will be held in Azerbaijan in 2012. Moreover, the problem of refugees, Gabala radar station and presence of Russia in the issue are on the agenda,” the expert said. According to him, the mediators’ stances on the ways of conflict resolution differ. Amid these circumstances and some uncertainty, no significant developments are expected in the South Caucasus in 2011, Tsyganok stressed.
Speaking of the possible resumption of hostilities in the region, Tsyganok placed emphasis on the fact that at the moment there are three security systems, particularly NATO, CSTO and SCO at the final stage of formation. According to the expert, this makes resumption of war more unlikely.
